Transitional Independent Living Program

If you were in State or Tribal foster care at the age of 16 or older, and are now 18, 19 or 20, you may be eligible for the following FREE services:

  • Entrance into the Transitional Independent Living Program (TILP)
    • Arizona’s Children Association (AzCA) provides Case Management for young adults. The purpose of TILP is to provide appropriate support and one-on-one assistance working towards independent living goals in the areas of counseling, housing, employment, education, and personal finances
    • As needed funding may be available to help toward independent living goals
    • Eligible young adults who are actively participating in TILP and maintain satisfactory progress toward meeting their service plan goals may request re-entry into voluntary foster care
  • Free Health Care through Young Adults Transitional Insurance (YATI) for youth who reached the age of 18 while in State foster care up until the age of 26
  • Education Funding through the Pell Grant and Educational Training Voucher (ETV) for youth who were in the foster care system at age 16 or older (including those who were adopted at age 16 or older)
