This Week at the Arizona Legislature

It was a very quiet week at the Capitol with most progress slowing to a crawl. While legislators are focusing on work behind-the-scenes, there’s not much happening in public. There are 145 bills waiting for a hearing in either the House or Senate Rules Committee and almost all connected to funding and may be included in budget discussions.

You’ll see more from us in upcoming emails about what we’d like to see in the budget. One of those items is funding to re-launch the Preschool Development Grant (PDG). Read our recent op-ed in The Arizona Republic, authored in partnership with the Arizona Early Childhood Alliance and the Arizona Early Childhood Funders Collaborative, that talks about COVID-19’s significant impact on early education and care and how the PDG could be a part of the solution. 

Movement on Key Legislative Bills 

Schools & Early Literacy – SB 1572: This bill creates a literacy endorsement for educators focused on the science of reading and requires the State Board of Education to adopt a statewide kindergarten entry evaluation tool if funding exists for it. Focusing instruction on the science of reading is instrumental to reaching the state’s goal to help more students read proficiently by the end of 3rd grade. Learn more about the bill here. This bill is awaiting a hearing in the House Rules Committee and then a debate on the House floor. We SUPPORT this bill.

Updates on Other Bills We’re Watching

While many of our priority legislative bills may not be moving at the moment, there are a lot of conversations are still happening behind the scenes, so keep communicating with your legislators! The bills listed below are still awaiting a hearing in their respective Rules Committees, and then will move onto a full debate on the floor, which could happen anytime.

Alternate Income Tax for Small Businesses – SB 1783: Awaiting House Rules Committee. We OPPOSE this bill.

Arizona Community College Promise Scholarship Program – HB 2638: Awaiting Senate Rules Committee. We SUPPORT this bill.

Career and Technical Education – SB 1179: Awaiting House Rules Committee. We SUPPORTthis bill.

Empowerment Scholarship Accounts (ESA) – SB 1452: Awaiting House Rules Committee. We OPPOSE this bill. 

English Language Learning – SCR 1020: Awaiting House Rules Committee. We SUPPORTthis resolution.

Rural Community Colleges – HB 2836: Awaiting Senate Rules Committee. We SUPPORT this bill.
