Signs around Flagstaff tout Proposition 123 as a way to fund schools without increasing taxes, and some teachers say this is the answer to funding they desperately need.
Opponents, however, say the measure is a way for the state to get out of paying the full amount owed to schools.
Voters statewide will decide the matter May 17, and hanging in the balance is the makeup of public school in Arizona for the next 10 years.
